Team Europe Backs Ukraine’s Rebuilding With Joint Initiative
The European Union, in partnership with Denmark, Germany, France and Lithuania, has launched a major support initiative for Ukraine’s recovery. Named EU4Reconstruction, the program brings together €37 million in coordinated funding to help the country rebuild in a transparent and sustainable way, aligned with European standards and values.
The initiative is designed to span several years and aims to reinforce Ukraine’s institutional capacity, provide targeted technical assistance, and deploy digital tools to enhance the efficiency and oversight of reconstruction efforts. It reflects a collective European commitment to helping Ukraine emerge stronger, more modern and more connected to the EU.
Transparency and Standards at the Core of the Project
A central goal of EU4Reconstruction is to ensure that public funds are used responsibly, with full transparency and accountability. The program focuses on helping Ukrainian institutions manage investment according to European Union norms, reducing risks of corruption and promoting long-term impact.
The country’s Ministry for Communities and Territories Development will lead the implementation process, supported by the State Agency for Reconstruction and Development of Infrastructure. These national entities will receive financial and technical support to enhance their planning and operational capacities.
Backed by experienced European agencies, the program will provide detailed guidance and oversight to ensure public investment delivers meaningful improvements. From infrastructure to institutional reforms, every component of the initiative is built to create measurable progress across Ukraine’s recovery landscape.
Empowering Local Actors and Civil Society
A defining feature of EU4Reconstruction is its emphasis on local empowerment. The program includes resources and training for local authorities, enabling them to take a leading role in reconstruction within their communities. This approach ensures that recovery efforts are context-sensitive, practical and rooted in local needs.
In parallel, the initiative strengthens the role of civil society and independent media in monitoring how reconstruction funds are used. This strategy not only boosts public trust, but also serves as a safeguard against misuse of resources. By encouraging citizen participation and independent oversight, the program seeks to build a transparent and democratic recovery process.

The initiative is being implemented by trusted international partners, including the Ministry of Foreign Affairs of Denmark, GIZ from Germany, Expertise France, and Lithuania’s Central Project Management Agency (CPVA). These agencies bring proven expertise in reconstruction, public administration and capacity-building.
